I've been to one Whitecaps game at the latest incarnation of BC Place (and about 5 Whitecap games when they were there in the eighties) and quite a few 86ers games when they were at Swangard. I NEVER saw 90 minutes of non-stop action, IMO. You could do this with lots of sports too. I have enjoyed baseball at NatBailey. Put a stopwatch on each pitch during an at-bat and the hits etc... But it is all that other stuff that makes the games exciting (including soccer for those soccer fans). Its the setting up of the wall, the goalkeeper directing traffic, the forward writhing in pain during an attempt to win an Oscar for a phantom tackle etc...
In football, its the QB calling out the 'mike' and the o-line calling their signals etc... Its not 'action' per se but its all part of the game and if you are not paying attention stuff gets pulled on you.
