I spotted a few cans on the clearance shelf near the back aisle in the Safeway at Westview Mall (North Vancouver) over the weekend. Maybe other locations keep them back there as well.
I tried a free sample they were giving out at the street party before the return-to-BC Place game. It tasted like a fairly typical orange soda, not something I'd buy.

i found out where one can get the energy drink ROAR from. The source duh. Central City Brewing at there Liquor Store in Central City Mall in Surrey at King George and 102Ave. I emailed the manager there as he said they have lots in stock.
Don't know why they were pulled from stores neither did the manager.
