Yes, the arrival of Alex Bazzie pushed the other defensive ends down the depth chart. I'm somewhat surprised, though, that Josh Shirley and Andrew Hudson were the two rookies who survived. Boatright's speed off the edge was noticeable. He had a total of 3 QB pressures in 3 games (all against Calgary). Shirley has 3 pressures in 9 games. Hudson has 1 pressure in 2 games.
Hopefully it was more on Boatright wanting to be released than on the Lions talent evaluation. When you finally get to start then you're pushed back to the PR and jumped ahead by a new signing, it may be time for a new direction.
Could be a bit of that too. While it might hurt the pride a bit it's not like Bazzie was an unknown quantity who leapfrogged him on the depth chart. Boatright has been in pro football for 5 years, long enough to know the harsh realities of the business. The other reality is that even though the PR has been expanded it is still a finite list. As the focus of the PR is now shifting more towards next year's needs than the current season it may simply be a desire to free up a spot for another player to audition. They have several DL on the PR yet are thin in other positions. As the oldest player on the PR and the number of DL Boatright may have been deemed the most expendable and/or least likely to be brought back in 2018.

The Lions have added two international defensive linemen to the practice roster.

Kourtnei Brown (age 29, 6 ft. 4, 255 lbs. from Clemson) has bounced around 10 NFL teams in 5 years.
