I'm trying to upload a picture from photobucket, and even though I resized the picture down to 320 x 240, I still get a message telling me the file is too big. Any help would be appreciated.

What file format is it - JPG, BMP, etc.? Bitmaps and TIFFs are uncompressed and even small pictures can make BIG files. Make sure you're saving as JPEG.

try to save it again but this time change the compression level and the dpi (resolution).

I find when you save images on flickr.com there's an option allowing you to resize up and down. Pick the one that's 100x100 or 100x75

Depending on the software, you may be able to save JPGs and select how much compression (eg. quality) you want to use.

30% quality is optimum for web.

If your software cannot do it, you can get a little freeware viewing software that can:

You can also resize your picture by copying it into MS Paint or Photo Editor, and then choosing Stretch and Skew in Paint, or Image/Resize in Photo Editor.

I use irfanview, and I use faststone. Both good free viewers.

I have also found I like Xnview. Another freebie.
