As for Harper and Baird, their only interest is only in pandering to Canadian voters of Ukrainian descent.
Russia has had naval personnel at their naval base in Sevastopol, but the 16,000 Russian troops reportedly now in Crimea represents a huge military buildup aimed at taking control of Crimea--a quite-different scenario from the status quo that has existed since Ukraine allowed Russia to use the warm-water port of Sevastopol for its Black Sea fleet. The US troops in Europe (both Western and Eastern), on the other hand, are part of a NATO force in which the country where the troops are stationed is one of NATO's 28 partner nations. Thus, one can't equate the two situations. The US forces are where they are because the host country wanted them there. The Russian forces now in control of Crimea are the result of an invasion of a sovereign state that definitely did not want them there.

As for Canada, I don't think that Harper is looking for political capital here. We're a NATO country and would be expected to support the US and other NATO countries in their condemnation of this Russian move.
